Maryland National Capital Park and Planning Commission awarded to Highway and Safety Services, Inc. on March 4, 2014 a contract for the construction of a new entry drive, parking lot with permeable paving, elevated boardwalk utilizing locally harvested non-exotic hardwood, extended terraces for activities, living water features, an overlook constructed for bus parking, walkways, stairs, concrete and ashlar stone veneer walls, stormwater management facilities, biofilters, lighting, utilities, site furnishings and other related park improvements.

December 2015 the facility was opened to the public for the Garden of Lights Festival.  The project was substantially completed in April 2016 for the public's overall enjoyment.
